CRIME IS CUTTING INTO THEIR BOTTOM LINE. NIGHTBEAT’S CHRISTIN AYERS REPORTS: THEY’RE PUSHING POLICE TO STEP-UP PATROLS ALONG THE BUSY 23-RD STREET CORRIDOR.. SO THEIR CUSTOMERS WILL COME BACK. THE SIGNS IN RICHMOND SAY EAT, SHOP, ENJOY 23RD STREEET… BUT LATELY…BUSINESS OWNERS LIKE GONZALO OCHOA…SAY CUSTOMERS ARE TOO AFRAID TO SHOP HERE… Because they’re scared of what’s going to happen to them. DRIVEN OUT BY A SPIKE IN SEX TRAFFICKING AND OTHER CRIME. Gonzalo Ochoa/Owner – G & O Tires If we, business lose money, the city loses money because we pay taxes. (BUTT SOT) Everybody’s losing. GONZALO HAS OWNED G AND O TIRES ON 23RD FOR MORE THAN A DECADE. HE SAYS THERE WAS A TIME THAT HE FELT SAFE HERE…BUT IN THE PAST TWO YEARS…THINGS HAVE CHANGED. A couple of years ago we got 8 officers patrolling on the streets. All the prostitution, all the criminality… it dropped dramatically. STANDUP: BUT THEN…GONZALO SAYS A SMALL OFFICE IN THIS BUILDING ONCE USED BY RICHMOND POLICE SHUT DOWN. NOW…ONLY 1 OR 2 OFFICERS PATROL THE AREA ON A GIVEN DAY. Lt. Matthew Stonebraker/Richmond Police Department Spokesman There are a lot of demands within the city all over so we’re trying to hit different hotspots within the city and so we’re not able to completely focus on 23rd Street like we would like to. GONZALO AND SOME OF THE OTHER MERCHANTS WERE FORCED TO TRY AND CHASE SEX TRAFFICKERS AWAY THEMSELVES. it doesn’t work. NOW…THEY’RE TAKING THEIR FIGHT DIRECTLY TO LAW ENFORCEMENT…ME ETING WITH POLICE TWICE IN THE PAST FEW MONTHS TO DEMAND CHANGE…AND LOBBYING CITY COUNCIL FOR NEW FUNDING TO BRING MORE OFFICERS TO THE AREA. POLICE SAY THEY’RE LISTENING…THEY’VE STEPPED UP PATROLS THIS SUMMER AND INCREASED THE NUMBER OF SEX TRAFFICKING STING OPERATIONS. 23rd Street merchants and the Richmond police Department are going to focus on 23rd Street and sex trafficking and make that a priority for the department. THE OWNER OF THIS BUILDING HAS EVEN OFFERED POLICE FREE OFFICE SPACE. BUT GONZALO AND OTHERS WANT A LONG-TERM SOLUTION AND HE SAYS IT’S UNCLEAR IF THE CITY WILL GIVE THEM THE MONEY TO MAKE THAT A REALITY.
